The ACDP notes the decision by the Portfolio Committee on Public Works to withdraw the Expropriation Bill of 2015, so that it may be re-introduced at a later stage.

ACDP Member of Parliament Cheryllyn Dudley today said that, “It makes sense to allow the review process - regarding whether or not section 25 of the Constitution should be amended to allow expropriation of land without compensation - to be completed.”

The work of the Joint Constitutional Review Committee is expected to be concluded soon and recommendations could be made available before the end of September, leading to new parliamentary and legislative processes.

Dudley says that, “It is likely that the Minister of Public Works will re-introduce a revised Expropriation Bill that will be clearer on how to deal with land and property issues in line with the review findings and resulting process.  But not before the 6th Parliament I should imagine!”

The ACDP welcomes this opportunity to improve the legislation and to ensure we do not waste resources on a parallel process.
